Rowlett City Council Meeting Highlights: A Tribute to Service and Community Updates

Rowlett, TX – The Rowlett City Council convened on August 19, 2025, for a meeting that honored local military families and addressed important community matters.

One of the most poignant moments of the meeting was the presentation of the Blue Star Family Banner to Mrs. Carolyn Kenney Malone, marking the first-ever award of this honor in Rowlett. The Blue Star Banner is a tribute to families with loved ones actively serving in the military. Mrs. Malone received a two-star banner in recognition of her grandchildren:

  • Staff Sergeant Christopher Keshawn Kenney, U.S. Army — enlisted in 2024, with three deployments.
  • Airman First Class Caila Weatherspoon Smith, U.S. Air Force — enlisted in 2023.

The presentation was met with applause, and Mrs. Malone expressed her gratitude, saying, “I am so proudly proud of my grandchildren, especially my grandson, who has been deployed three times. Thank you for coming out and showing love. Your participation is highly appreciated.”

Following the emotional presentation, the council moved on to several key agenda items. The Comprehensive Monthly Financial Report (CMFR) for the period ending June 30, 2025, was presented, highlighting a revenue of $129 million, which is 4% higher than forecasted. Expenses totaled $108 million, reflecting a 3% decrease from the revised budget. The financial position of the city was praised by the council.

The council also discussed various community initiatives, including the temporary closure of Kids Kingdom for renovations, the upcoming Senior Resource Fair, and the start of the Rowlett Signature Street Party on Fridays in September.

During the Citizens’ Input segment, Rowlett resident Patrick voiced his excitement regarding the city’s reported $20 million budget surplus. He also expressed concerns about the maintenance of city-owned properties, urging the council to prioritize infrastructure upkeep.

The consent agenda included the approval of minutes from previous meetings, the receipt of the investment report, and the appointment of members to the Rowlett Youth Advisory Council. A resolution authorizing the purchase of a rehabilitation trailer was also approved.

In individual consideration, the council conducted public hearings related to development plans and zoning changes. One notable discussion involved a request for a Development Plan with Warrants for a tract near Liberty Grove Road, which included considerations for landscaping and parking requirements. The council deliberated on the proposal, with staff providing insights into the compliance with the Form-Based Urban Village Standards.

Another public hearing addressed a zoning change request from Single Family Residential to Single Family Residential with a Special Use Permit to allow for an enclosed accessory structure. The council noted the applicant’s prior issues with permitting and emphasized the importance of following proper procedures.

As the meeting progressed, the council approved a resolution regarding a Tree Removal Permit for the Lakeview Biergarten LLC, focusing on preserving existing trees while accommodating new development plans.

The evening concluded with a resolution to suspend the effective date of a proposed gas utility rate adjustment and the adoption of a settlement regarding a previous rate case with Atmos Energy Corporation.
