Rowlett, TX – The recent Rowlett Area Chamber Luncheon featured a presentation by Garland Independent School District (GISD) Superintendent Dr. Ricardo Lopez, who took the opportunity to honor outstanding educators and leaders within the Rowlett area schools. The event, which celebrated the impact these individuals have on students, opened with special recognition for Rowlett’s employees of the month from the police and fire departments, including a standing ovation for Detective Cruz Hernandez, who was recognized for his remarkable 39 years of service.
Dr. Lopez lauded the contributions of teachers across the district, recognizing several teachers of the month from various Rowlett schools. “It’s important to celebrate those who are dedicated to shaping the future of our students,” he noted, underscoring the collective efforts of educators in the community.

In addition to honoring local leaders, Dr. Lopez addressed the results of a recent independent audit conducted by Whitley Penn, which assessed GISD’s fiscal management and efficiency. The audit results were positive, confirming that the district is effectively allocating resources while maintaining a lower tax rate compared to peer districts. The findings provide insight into GISD’s commitment to transparency and accountability, which are increasingly important as the district prepares for the upcoming election on Proposition A.
Proposition A is set to be on the ballot this November, and the Rowlett Area Chamber board has voiced its support for the measure. Dr. Lopez emphasized the importance of community investment in the schools, stating, “We need to ensure that we continue to have the resources necessary to maintain and improve our educational programs.” He reiterated that the district’s average M&O tax rate is lower than that of many neighboring districts, allowing it to provide quality education while remaining fiscally responsible.
