Garland City Council Meeting Highlights: November 18, 2025

Garland, TX – The Garland City Council convened on Tuesday night for an intense and anticipated session to discuss a few key topics, but also to announce a substantial administrative change. Sitting in the City Manager’s seat was Assistant City Manager Andy Hesser.

Some of the key items discussed:

Audit Committee Meeting Rescheduled

At the beginning of the session, Mayor Dylan Hedrick announced that the Audit Committee Meeting originally rescheduled for November 19, 2025, had been postponed due to an error in the posting. The rescheduled meeting to present the findings from the Audit of the Preserve is now scheduled for Monday, December 1, 2025, at 2:00 p.m. in the Work Session room at City Hall.

Automotive Repair Shop Proposal

During the discussions, the council reviewed a request from local landowner Osama Dagher for approvals concerning an Automobile Repair Shop at 4134 Bobtown Road. The proposed shop has drawn mixed reactions among the council and residents, particularly due to the community’s growing aversion to automotive uses.

Councilmember Margaret Lucht reiterated her opposition to further automotive variants in the area, remarking sarcastically on another location that could be more suitable. “Hi. So down the corner at Bobtown and Lions, there’s like an empty corner lot there. I mean you could put like a tire shop there,” she quipped.

Dagher expressed confusion over her comments, clarifying that his purchase of the property stemmed from the city’s regulations, which require demolition after a car wash has been vacant for more than six months. The ensuing dialogue was interrupted by an outburst from a resident, prompting a quick response from Mayor Hedrick to restore order.

Despite the turbulence, the Council moved to a vote where the item was ultimately approved, with Councilmembers Lucht, Williams, and Bass opposing the motion.

Eminent Domain Authorization for Keen Creek Substation

The next agenda item centered on Eminent Domain Authorization for the Keen Creek Substation Project. After a brief discussion, the Council ultimately moved forward with the necessary approvals, despite an attempt by Councilmember Carissa Dutton to table the item for further examination, as the acquisition was in her district and there were concerns about the specifics of that location. The item was ultimately passed in an unusual move by a majority vote, with Councilmember Chris Ott making a motion to approve, and Lucht quickly seconding the motion.

Change in City Manager

The most pivotal decision made during the meeting was the vote not to renew City Manager Judson Rex’s contract, effective at the end of its term on December 31, 2025. Following the vote, the council voted unanimously to appoint Michael Betz as the Interim City Manager. Betz brings over 30 years of experience within the city, having previously served in multiple key roles, including Deputy City Attorney and CIO.
