Garland City Council January 5, 2026 Work Session Recap

Garland, TX – The Garland City Council held a work session on January 5, 2026, covering various community issues and updates, including support for Dallas Area Rapid Transit (DART), the Tax Increment Finance (TIF) Chair position, and the Downtown Redevelopment Plan, among others. The session began with a public comment segment, where a community member urged the council not to place DART on the ballot for voter consideration, highlighting its importance for residents who rely on the service. They stated, “DART is how I get to work, to the doctor, to see my friends and family… I encourage you not to put this on the ballot at this time.”

Following public comments, the council moved to TIF matters. Patrick Abell was interviewed for the position of Chair of TIF 3. During his interview, he expressed concerns about the city’s communication and felt that more information was necessary for TIF 3 to function properly.

The Downtown Redevelopment Plan was another key focus, highlighting potential future initiatives such as creating incubator and co-working spaces, as well as the construction of slightly taller buildings to enhance the urban feel in the community while preserving the historic core.

In response to a council request, city staff explored the potential to accelerate the addition of Tap Telehealth to water bills, which could be ready as soon as April. Due to public confusion surrounding the launch, particularly concerns about the cost this initiative might have on the City itself, staff clarified that the work on upgrading the AUS system was planned to happen before Council approved MD Health Pathways to be added as a line item.

As the conversation turned to DART, the council recognized the growing concerns surrounding its financial sustainability. Council members deliberated on the ramifications if surrounding wealthier cities chose to withdraw, highlighting the risk of increased costs and diminished service quality for Garland residents. The need for ongoing evaluations of DART’s governance and operational effectiveness was clear, with the council expressing commitment to fostering greater transparency and accountability.

Additionally, updates were provided on the Capital Improvement Program, setting forth plans for various city bond projects. The EMS Stakeholder Committee report to Council shared continued discussions on operational pressures and staffing within the department and planned to provide more detailed recommendations by May.

Lastly, council members discussed appointments to the newly formed All Abilities Committee.
