Written Briefings
- Abandonment of an Access Easement: The council considered the abandonment of an access easement and a portion of a drainage easement to C&M Villareal Family Limited Partnership, Ltd. This item is expected to be formally considered at the Regular Meeting on October 21, 2025.
- Resolution to Deny Oncor’s Electric Rate Change: The council reviewed a resolution to deny Oncor Electric Delivery Company’s request for a rate change. Previously, the council had suspended the rate change to participate in a review process with the Steering Committee of Cities Served by Oncor. This resolution will also be scheduled for formal consideration at the upcoming meeting.
- 2026 City Council Calendar: The proposed calendar for the 2026 City Council was presented, with the council providing direction to staff before formal consideration at the November 3, 2025 meeting.
Verbal Briefings
- Update on the PGBT & Holford Road Soccer Complex: Assistant City Manager Andy Hesser presented an update on the development of a soccer complex and mixed-use commercial destination. This comes after the relationship with Atletico Dallas broke down. Hesser stated, “Public assets centered around youth sports drive demand for private investment,” in an effort to point out the anticipated economic benefits for the area.
- NXL Paintball Tournament Recap: Dana Lodge, CVB & Events Director, provided a recap of the recent NXL Paintball Tournament, noting its positive impact on the local economy. The tournament attracted approximately 1,600 participants and 2,000 to 3,000 spectators, resulting in an estimated economic impact of over $1 million.
- Public Safety Committee Report: Deputy Mayor Pro Tem Christopher Ott updated the council on the work of the Fire and EMS Stakeholder Committee. The committee was announced to explore options for delivering fire and emergency services.
- Administrative Services Committee Report: The committee discussed the need for updated bylaws for city boards and commissions, seeking to establish uniformity and clarity in their operations. City Secretary Jennifer Stubbs presented a template for standardized bylaws that includes provisions for officer roles and term limits.
- Community Services Committee Report: The committee covered several topics, including the regulation of outdoor storage of tires and the management of pop-up businesses on private property. The council discussed ongoing educational campaigns and monitoring efforts to address illegal tire dumping.
- Development Services Committee Report: A discussion centered around historic signs in the city, with a focus on creating a process for designating signs as historic and integrating them into the city’s facade improvement program. The committee aims to proactively engage property owners to preserve and enhance Garland’s historic character.
Future Agenda Items
The council members also announced future agenda items, including a request for a presentation on the IAN’s ASSIST system to better inform the public on its use and capabilities. Additionally, a proposal was suggested by Mayor Pro Tem Lucht for an “Adopt a Street” program to enhance community beautification efforts.
